Conference and AGM of the NIOB tagged TIN CITY 2023 held in Crispan Hotel, Jos
Plateau State between 14th – 18th August, 2023.

The Conference Opening Ceremony commenced with the National Anthem and the Builders’ Anthem. This was followed by the Conference Planning Committee Chairman Welcome Address by the 3rd Vice President, Bldr. Idris Saddiq Abubakar, FNIOB.
The Opening
Address by the NIOB President, Bldr. Prof. Yohana Daniel Izam, FNIOB, PNIOB,
JP assures participants of a wonderful experience in Jos and charged all
Builders and other contingents to maximize the opportunity offered by the
Conference/AGM to add to their knowledge of cement and concrete in line with
the theme of the Conference, network and get to know and enjoy the hospitality
of the good people of Jos, Plateau.
The chairman of
the occasion, Nze Ezekiel Gomos, OFR, the former Secretary to the State
Government (SSG) and Proprietor, Plateau Business School gave the opening
remarks, followed by the goodwill message from the Chairman, CORBON, Bldr. Dr.
Samson Opaluwa, FNIOB. In his message, he assured Builders and all participants
that CORBON Council is working to foster strong collaboration and partnership
with other relevant government agencies, construction industry stakeholders and
international organizations such as the American Concrete Institute (ACI),
intensifying on public awareness campaigns, capacity building and also working
tirelessly to establish and enforce high-quality professional and regulatory
standards in building construction sector and also, of focus is technology
integration. He encouraged Builders to delve into areas of sustainable
construction/green concrete; high-performance concrete; self-healing concrete;
3d Printing in construction; and smart concrete and monitoring systems.
The Royal Father
of the Day, His Royal Majesty, Gbom Gwom Jos, Da Dr. Jacob Gyang Buba, CFR,
represented by a Past President of the Institute, Bldr. Dr. D.D. Jambol, PPNIOB,
also sent in his goodwill message. He charged Builders to be guided always by
the core mandate, vision and mission of the NIOB in the delivery of their responsibilities
as opportunity avails them.
The Keynote
Address delivered by Prof. Danladi Slim Matawal gave good opening to the
Conference discussion on cement and concrete. He emphasized on the relationship
between cement and concrete with cement seen as giving rise to concrete while
concrete also remain the major material for which cement is used. He elaborated
on various types of cement and discussed intensively on the properties of good
concrete and its importance to the Construction/Building sector.
The Opening
Ceremony enjoyed the honour of having the Plateau State Governor, His
Excellency, Barr. Caleb Mutfwang attending and personally declared the
Conference Open. The Governor who has a Builder as his Chief of Staff and other
Builders in his cabinet promised to facilitate the enacting of the Urban and
Regional Planning Law for the State thereby enhance the adoption of the
National Building Code. He assured the audience of a safe and peaceful
environment during the Conference and that the resolutions from the Conference
will be given good attention by his administration.
The Governor was conferred with the coveted status of Honorary Fellow of the Nigerian Institute of Building (Hon. FNIOB) in recognition of his love and support for the Building Profession..
The Chairman, Real
Estate Developers Association of Nigeria (REDAN), Alh. Dr. Aliyu, O. Wamakko was also
conferred with the Honorary Fellowship (Hon. FNIOB) award during the Opening
Ceremony. So also, was Mall. Ibrahim Gobir, the Chairman/MD Arkland Nig. Ltd. conferred
with the Honorary Fellowship (Hon. FNIOB) award of the Institute.
During the sectoral meeting, The Association of Builders in Academics (ABA) had a meeting in attendance were Academics from various higher institutions of learning (Universities, Polytechnics, Colleges of Education) and Research Institutes and resolved as follows:
(1). Inline with the need for election of Executives, the bye-law of the Association was amended to allow for an Ex-Officio which is to be filled by the outgoing Chairman of the Association, so also was the Office of Assistant Secretary created.
(2). Election was conducted and the following Officers emerged elected as the new

The Association of Builders in Public Service (APBS) also held a meeting in attendance were Civil/Public Servants cutting across MDA's in Federal, States and Local governments including tertiary institutions, military and paramilitary other government owned establishments.
Various discussion made during the course of this meeting are as follows:
(1) The constitution of the association has been drafted and the soft copy will be sent to the platform for members contributions before adoption.
(2) Zonal coordinators, who are members of the national Executives from various geo-political zones are to coordinate the activities of the ABPS in their zones.
(3) A presentation as regards issues of the enhancement of the cadre of Building Officers (Builders) in Public Service will be made to the National Council on Establishment as a reminder to the one earlier sent.
(4) Each State chapter is to have a state coordinator to manage its activities under the zonal coordinators. They are to arrange for a courtesy call or visit to their State's Head of Civil Service and made the submission of NIOB known to the HOS on the issue of Builders cadre at the point of entry in civil service. The State Permanent Secretary for Establishment should be made to attend the meeting also. This will give a wider information at the Council on Establishment meeting.
(5) A committee to look into the earlier submission of the Institute was set up and was given a period of 4weeks to present its report.
(6) Builders were urged to project the image of the Building Profession and uphold its ethics to the society. They were also admonished to be good ambassadors of an efficient public service and render worthy services to the government.
During the Technical session; it was discussed that the technical session had Nine (9) papers presentation focusing on Admixtures; Pozzolan; Green Concrete; Concrete Technology; Alternative Binders/Building Materials, High-performance concrete (HPC) and self-compacting concrete (SCC). There was also a Video and talk on “3D concrete Printing Process” by Bldr. (Dr.) Olawuyi, Babatunde James. Some of the articles were purely review of existing works while others showcased results of laboratory works on cement, concrete and alternative binders.
The output from the discussions observed as follows:
I. There are many outputs of research on Pozzolana/Supplementary Cementitious Materials (SCM) and available local materials/admixtures but yet to be patented and produced in mass for incorporation in building construction.
II. While research is often initiated and developed by the Academia, the adoption of research outputs in practice is driven by the Practitioners in all professions worldwide.
III. Knowledge and good understanding of available local materials by Builders in practice is important for proper utilization in cement mortar and concrete for building construction.
IV. Adoption and utilization of available (indigenous) Pozzolana /SCM in cement production holds key to lowering the cost of Portland cement.
V. There are evolving techniques in concrete practice and technology to which Professional Builders ought to be acquainted for sustainable project delivery.
Vi.. The new materials, technology, advances and innovations in cement and concrete requires standardization and regulation for ease of adoption for utilization in the Nigerian construction industry.
Vii. The current trend on foreign exchange rate ($ to Naira (#)) has a direct influence on cost of building materials and determined efforts towards local production and development of local alternative materials.
The Conference thereby resolved as follows:
I. That Researchers, Academia and Practitioners should operate in close collaboration with a view to harmonizing practices, publicizing the research outputs and encouraging patent and mass production.
II. The need is emphasized on better understanding of available (local) materials and adoption for new practices in cement, mortar and concrete production.
III. NIOB/CORBON, in collaboration with ACI and other relevant international organizations, should anchor hands-on training/workshop on emerging materials and technology in cement, mortar and concrete technology and practice for benefit of Builders and other practitioners for continuous learning and professional development for more sustainable construction practice.
IV. To address the housing challenges in the Country, all the cement factories are called upon to reduce the exit price of cement from their factories and this can be done through incorporation of locally available SCM/Pozzolan as additives in cement production.
V. The Conference call on the Federal Government to complete and put into use the Ajaokuta Steel Factory to enhance appropriately local manufacturing of reinforcement bars and steel sections for Building production and also, slag for use as SCM.
ViI. NIOB/CORBON should champion advocacy for development and compliance with /enforcement of regulations and standards for emerging materials and technology in cement and concrete in Nigeria.

On the third day of the conference new set of college of fellows of the institute were inducted.
During the closing day of the conference and annual general meeting new set of the national executives of the institute were elected and new set of corporate members of the institute were also inducted during the Gala night.
